Founded in 2015, The Law Office of Debrah B. Rosenthal, is a boutique firm located in Costa Mesa, CA that focuses solely on fertility law. We are consistent, patient, and professional, giving each new case the attention it deserves as we help your family grow. An integral part of our services is to work closely with our clients so that they can make the right decisions with respect to their legal needs and feel guided through what often feels like an overwhelming experience. Whether it be drafting a contract for Intended Parents or reviewing documents with Surrogates and Donors, we pride ourselves on our experience and personal touch to ensure that your journey is a positive one. DBR Law works with both agency and independent cases and international, as well as domestic, clients regardless of relationship status, sexual orientation, race, or religion.

Founder & Lead Attorney
Debrah "Debbye" Rosenthal discovered her passion for third-party reproductive law while attending the University of California, San Diego. An honors graduate, Debbye earned her bachelor's degree in Sociology with a minor in Law and Society before obtaining her Juris Doctor, cum laude, from Thomas Jefferson School of Law in San Diego, California.
Even during law school, Debbye knew she had found the area of law where she wanted to build her career. She served as a teaching assistant for a Reproductive Justice course, was an executive board member of Law Students for Reproductive Justice, interned with boutique family law firms focused on assisted reproduction and children's issues, and helped develop a Practice Guide for Surrogacy and Adoption Law in San Diego.
After being admitted to the California Bar, Debbye began practicing exclusively in the field of assisted reproductive technology law with a boutique Los Angeles firm. More than fifteen years later, she continues to devote her practice exclusively to helping intended parents, surrogates, egg donors, embryo donors, agencies, and fertility professionals navigate the legal side of family building with confidence and clarity.
More than a decade ago, Debbye founded DBR Law with a simple philosophy: every client deserves experienced legal counsel, genuine compassion, and an attorney who is as invested in protecting their future as they are. Since opening its doors, the firm has had the privilege of helping hundreds of families through some of the most meaningful moments of their lives while earning the trust of leading fertility clinics, agencies, and professionals throughout California and across the country.
Known for her practical approach, responsiveness, and deep knowledge of this highly specialized area of law, Debbye believes that exceptional legal representation is about more than drafting contracts or obtaining parentage judgments. It is about educating clients, anticipating challenges before they arise, and making sure every person involved in the journey feels heard, protected, and supported.
Outside the office, Debbye enjoys spending time with friends and family, walks along the beach and Balboa Island, staying active through fitness and strength training, and, of course, making frequent trips to Disneyland.

Sydney graduated from the University of California, Irvine with a bachelor's degree in Political Science and plans to attend law school in the future. Before beginning the next chapter of her legal education, she joined DBR Law to gain hands-on experience in assisted reproductive technology law and to further develop her passion for serving families through this unique area of practice.
As a member of the DBR Law team, Sydney assists with client communication, case preparation, and the day-to-day coordination that helps each journey move forward smoothly. She is passionate about learning every aspect of the field and is committed to providing the same level of care, professionalism, and attention to detail that defines the firm's approach to client service.
